LOS ANGELES – A former city manager’s huge $787,000 salary is only half of the unusually generous total compensation given to the official in the small California blue-collar city of Bell, according to a city official.

Robert Rizzo’s benefits, which included 20 weeks paid vacation, brought his total annual compensation to more than $1.5 million, according to Josh Pulliam, an interim public information officer for the city.

Rizzo was to receive $386,786 in paid vacation and sick benefits this year, in addition to his base salary, and received deposits to his investment accounts and other benefits, Pulliam said.

“As far as we can tell, it appears that Rizzo took home more money in vacation compensation than any governor in the United States makes for annual salary,” Pulliam said.

Rizzo did not immediately return telephone messages left by The Associated Press on Saturday.

The Los Angeles district attorney’s office, and the California attorney general are investigating the huge salaries of several former officials and City Council members, who earned nearly $100,000 a year before recent cuts.

On Saturday, Interim City Administrative Officer Pedro Carrillo also directed the new City Attorney to launch a full investigation to analyze the legality of compensation packages for all employees as well as the departed Administrators.

Rizzo, assistant city manager Angela Spaccia and Bell’s police chief Randy Adams resigned last month after a public outcry over their huge salaries in the largely working-class city of about 40,000 residents southeast of Los Angeles.

Spaccia’s total annual compensation was $845,000, including her previously reported $376,288 salary, and Adams’ total compensation came to $770,000, including his $457,000 salary, Pulliam said.

Rizzo was in line for a $600,000-a-year pension, but the California Public Employees’ Retirement System has ordered a freeze on the benefits for all three officials pending the outcome of the investigations.

My swing trading strategy??? 10 points?

I asked a question about trend following earlier and decided against it, however the strategy ive been using with success is almost random. I literally just pick a stock and look at its chart and use technical analysis like bollinger bands. I look for band trading or breakouts or new highs. Each trade is different depending what i think. I also do a simple fundemental look and look at headlines and upcoming events. I basically take an educated guess from past performance. Most of the time like 6 or 7 out of 10 times im right. Call me lucky lol. When im wrong i simply cut my loses and look for something else. I also trade the same stocks most of the time like my favorite is AUY i trade this stock all the time. I dont hold on to stocks for more than 2 weeks usually unless there is no movements. Im also not a daytrader. I usually buy or sell one day then in a few days or a week ill sell or cover. I also like to trade rallies in the market or crashes only once i recognize whats going on. What is this strategy called? But keep in mind i know money management and i never put more that 20% in a trade and since i have under 10K i can take risk and since im only 19. If a stock dosent do what i think it may do i get out period. What are your thoughts on this strategy? Ive been doing this for almost 5 years now and never had a “bad” year when the market crashed back in 08 i lost about 20% but then shorted the stocks and quickly made it back then i went long and make much more.

LONDON – World stock markets mostly rose Thursday after another batch of positive earnings and further evidence that Europe’s economy is recovering faster than previously expected.

The euro broke out of its recent tight trading range to breach the $1.31 mark for the first time since early May.

In Europe, the FTSE 100 index of leading British shares was up 36.83 points, or 0.7 percent, at 5,356.51 while Germany’s DAX rose 42.19 points, or 0.7 percent, to 6,221.13. The CAC-40 was 23.28 points, or 0.6 percent, higher at 3,693.64.

Wall Street recovered the previous day’s losses at the open after forecast-busting earnings from ExxonMobil Corp. and Avon Products Inc. The Dow Jones industrial average was up 71.83 points, or 0.7 percent, at 10,569.71 while the broader Standard & Poor’s 500 index rose 7.79 points, or 0.7 percent, to 1,113.92.

On Wednesday, stocks in the U.S. slipped after the Federal Reserve said in its monthly assessment of the U.S. economy that the recovery has lost some of momentum.

A drop in initial jobless claims provided some relief on Thursday — though the Labor Department said claims fell modestly, they were slightly better than forecasts and any decline is uplifting because unemployment remains high.

However, analysts said nagging doubts about the U.S. economy will likely weigh on markets in the run-up to Friday’s first estimate of second-quarter growth. The consensus in the markets is that the U.S. grew by an annualized rate of around 2.5 percent in the second quarter — that’s still relatively healthy but is not strong enough to promote sustained jobs creation.

“U.S. data is patchy at best and this will likely ensure that optimism is kept in check,” said Jane Foley, research director at Forex.com.

In Europe, stocks have managed to clamber higher Thursday after an exceptionally busy morning of earnings releases.

Pharmaceuticals companies AstraZeneca PLC, drugs and materials company Bayer AG and telecommunications companies BT PLC and France Telecom SA particularly impressed analysts.

“While the jury is still out on how much upside there is left from current levels, today’s positive earnings…have helped inject a little enthusiasm back into trading,” said Anthony Grech, head of research at IG Index.

Continuing evidence of a step-up in the pace of economic growth in Europe also helped stocks rally.

Germany, Europe’s largest economy, is seemingly doing particularly well — figures Thursday showed the number of unemployed fell on a seasonally adjusted basis for the 13th month running.

Figures from the European Commission also showed that economic conditions across the eurozone improved further. Its economic sentiment indicator (ESI) rose to 101.3 points in July from 99 in June. Most analysts were not expecting much of a change.

The combination of solid earnings and economic news helped the euro rise up $1.3106, its highest level since May 4 — by mid afternoon London time, the euro was up 0.8 percent at $1.3090.

However, the main catalyst behind the latest euro advance was Wednesday’s fairly pessimistic economic assessment from Fed, which came after the Commerce Department reported that orders for big-ticket items, known as durable goods, unexpectedly fell in June for the second month running.

The generally weak economic newsflow out of the United States over the past few weeks has caused concerns that the world’s largest economy is not recovering from recession as easily as imagined and that the Fed will not be raising interest rates anytime soon.

That’s important for the currency because rising interest rate expectations were one of the reasons why the dollar enjoyed a return to favor in the first few months of the year.

Earlier in Asia, Japan’s Nikkei 225 stock average fell 0.6 percent to 9,696.02 as investors locked in profits following a 2.7 percent jump the previous day.

South Korea’s Kospi eased 0.2 percent to 1,770.88 while Hong Kong’s Hang Seng index was steady at 21,093.82. Australia’s S&P/ASX 200 dropped 0.1 percent to 4,524.1 on weakness in banks.

Benchmarks in China, Taiwan, Indonesia and Singapore rose.

Benchmark crude for September delivery was down 5 cents at $76.94 a barrel in electronic trading on the New York Mercantile Exchange. The contract dropped 51 cents to settle at $76.99 on Thursday.

LONDON – World markets fell Tuesday after lower than expected earnings from U.S. investment bank Goldman Sachs and another downbeat report on the U.S. housing market.

In Europe, the FTSE 100 index of leading British shares was down 46.77 points, or 0.9 percent, at 5,101.51 while Germany’s DAX fell 52.65 points, or 0.9 percent, to 5,956.46. The CAC-40 in France was 51.84 points, or 1.5 percent, lower at 3,434.49.

On Wall Street, the Dow Jones industrial average was down 103.61 points, or 1 percent, at 10.050.82 soon after the open while the broader Standard & Poor’s 500 index fell 8.43 points, or 0.8 percent, to 1,062.82.

Stocks had been trading largely flat in Europe and were only expected to open modestly lower in the U.S. until Goldman Sachs announced poor results, becoming the latest U.S. financial company to disappoint investors following Bank of America Corp. and Citigroup Inc. last week.

Goldman Sachs said its second-quarter net income fell 83 percent to $453 million because of lower trading revenues and a one-off charge for its settlement of civil fraud charges with the Securities and Exchange Commission.

Further selling pressure emerged with the news that U.S. housing starts fell 5 percent in June, nearly two times as much as markets expected. The fall was the second steep fall since a home buyer tax credit expired in April and reinforced fears that the recovery in the housing sector will be muted at best.

“With high unemployment and tight credit likely to keep demand subdued and more foreclosures set to add to the already high number of unsold homes, home building activity is going to remain weak for a long time,” said Paul Dales, U.S. economist at Capital Economics.

Earlier in Asia, most stock markets advanced, with Hong Kong’s Hang Seng index up 0.9 percent at 20,264.59 and mainland China’s Shanghai index spiked 2.2 percent at 2,528.73 amid expectations Beijing will moderate its efforts to cool the world’s No. 3 economy.

However, Japanese shares retreated 1.2 percent to 9,300.46 following a three-day weekend as investors continued to fret about the implication on exports from the big rise of the yen against the dollar over recent weeks. A higher yen will make Japan’s exports more expensive, all other things being equal, in the American marketplace.

The dollar has been hamstrung over recent weeks by a raft of disappointing data, which have reined in market expectations of any imminent increase in U.S. borrowing costs.

Michael Hewson, an analyst at CMC Markets, said the risk is that the dollar could soon fall below last year’s yen low of 84.80, which would open up the potential for a move down to lows not seen since 1995.

“This would present the Bank of Japan with a decision of whether or not to intervene in the markets, something they haven’t done since 2004, to weaken the yen as their exporters become less competitive,” said Hewson.

By mid afternoon London time, the dollar was flat on the day at 86.78 yen while the euro fell 0.5 percent at $1.2877.

The euro has managed to brush aside a credit downgrade of Ireland and reports that state-owned German bank Hypo Real Estate Holding AG has failed continent-wide stress tests, results of which are due this Friday.

“As news of the first casualty of the EU bank stress tests was reported, the market appears to be questioning whether tensions in the eurozone have eased sufficiently to justify gains for the euro above $1.30,” said Jane Foley, research director at Forex.com.

Benchmark crude for August delivery was down 50 cents at $76.04 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 53 cents to settle at $76.54 on Monday.

When calculating the standard deviation of stocks, what time frame should you use? year, daily?

That depends on what I'm trying to do.

If you are using the Black-Scholes option pricing formulas and trying to calculate volatility, then use the standard deviation of the daily change to calculate the annual standard deviation, based on 250 trading days (yearly volatility = daily volatility *sqrt(250)).

If you use this to price options, be careful though. If the option formula is predicting a different value than the market, the market is usually right. Also, many people (including on-line and brokerage calculators) make a very common error in applying the formula: the number of days in ALL calculations should be the number of TRADING days, not calendar days (options expiring in 1 year have 250 days on them, not 365). If you use calendar days, you will drastically over-price front-month options.
